Qu’est ce que le passage de l’analogique au numérique ?
C’est le remplacement progressif de la diffusion hertzienne analogique par une diffusion hertzienne exclusivement numérique.
L’exemple, pour la France, à partir de 2009 et jusqu’au 30 novembre 2011 au plus tard, région par région, la diffusion analogique hertzienne traditionnelle (antenne râteau qui permet au minimum de recevoir les chaînes historiques TF1/FR2/FR3) cessera définitivement. Elle laissera la place à la TNT (Télévision Numérique Terrestre) qui couvrira à terme 95% de la population.
Tout d’abord, qu’est-ce que le numérique, qu’est-ce que l’analogique ?

• Une meilleure qualité de réception, d’images et de son (images de type DVD, son numérique stéréo ou de type « home cinéma »).
• Une plus grande capacité de diffusion.
• Des chaînes en Haute Définition.
• De nouvelles chaînes nationales et locales.
• Un guide des programmes intégré, pour connaitre le programme en cours et le suivant.
Mais le passage à la télé tout numérique permettra surtout de libérer des fréquences, et donc de la place, que l’on pourra attribuer à de nouveaux services :
• de nouveaux programmes de télévision ;
• le développement des chaînes en haute définition ;
• la numérisation de la radio ;
• le haut débit mobile pour accéder à Internet sur tout le territoire ;
• l‘amélioration de la réception du téléphone portable sur l’ensemble du territoire
• les liaisons pour les services d’urgence : sécurité civile, police secours, pompier, urgences médicales, tout ce qui concerne la sécurité des personnes.
III – Impacts du passage de l’analogie au numérique (cas de l’Afrique) :
Même si l’impact du passage de l’analogie au numérique aura des impacts notables dans toutes les applications actuelles, il nous paraît important d’alerter un peu plus quant à son impact dans le secteur audiovisuel. Impact direct et visible du fait de l’impossibilité future des équipements grand public actuel, la belle télévision, à pouvoir recevoir les mêmes programmes totalement produit en numérique…

Le passage au tout numérique libère des fréquences en permettant ainsi plus facilement l’essor de l’industrie du sans fil avec la montée en puissance de la télévision numérique mobile. Il importe ici de ne pas perdre de vue que, comme dans de nombreux autres secteurs, l’évolution procède en la matière de l’apparition et de l’exploitation de nouvelles technologies, sous l’effet de la demande des entreprises. Les forces du marché et la demande des consommateurs imposeront tôt ou tard la numérisation de la radiodiffusion. Compte tenu de ces éléments, il peut être intéressant de considérer tout d’abord, brièvement, les avantages du passage au numérique.
V – Questions de réglementation du passage au tout numérique
Les trois Secteurs de l’UIT (Union Internationale des Télécommunications), chacun dans son domaine de compétence spécifique, couvrent les activités et les études concernant la radiodiffusion. Au cours de la première moitié du XXe siècle, il s’agissait de normaliser les différents systèmes de télévision analogiques. La seconde moitié du siècle passé a été placée sous le signe du numérique.
L’UIT continuera d’assumer un rôle décisif dans la réglementation de l’utilisation du spectre et des éléments techniques de la radiodiffusion. Le débat sur les aspects «fréquences» du passage au numérique a déjà été engagé par certaines administrations dans le cadre des politiques de gestion du spectre. La priorité des priorités est d’encourager une utilisation du spectre qui soit efficace et souple, tout en préservant la mission de service de la radiodiffusion. A cet égard, le débat portera aussi sur la valeur économique des fréquences attribuées aux services de radiodiffusion de Terre et par satellite, et sur la transparence requise lorsqu’il s’agira de déterminer cette valeur.
Lorsque l’on ménage une certaine souplesse dans le cadre de la réglementation internationale, on encourage en fait le développement des systèmes, et les conférences de planification de la radiodiffusion de l’UIT le montrent bien. Par exemple, l’accord conclu à Stockholm en 1961 (ST61) répond aux besoins de la radiodiffusion analogique en Europe depuis près de quatre décennies. Et la Conférence régionale des radiocommunications (RRC-04/06) va planifier la transition de la radiodiffusion analogique à la radiodiffusion numérique pour 119 pays.
Il n’entre pas dans les attributions de l’UIT d’intervenir au niveau, par exemple, de la fixation de dates communes pour la suppression des programmes analogiques ou d’une éventuelle interdiction des ventes de récepteurs analogiques. Mais les marchés nationaux de la radiodiffusion numérique, et les politiques générales qui s’y rapportent, continueront d’être surveillés. Les interventions de politique générale des Etats Membres de l’UIT devront être transparentes, justifiées et mesurées, et avoir lieu en temps utile, de telle sorte que soient minimisés les risques de distorsion des marchés. Ces interventions devront aussi être formulées sur la base d’objectifs de politique générale spécifiques et clairement définis, tout en étant non discriminatoires et technologiquement neutres. Pour qu’il en soit ainsi, il faudra soigneusement évaluer l’incidence de l’évolution des politiques, tout en surveillant la mise en œuvre de ces politiques et l’évolution des marchés.
